可以说，美国之所以能制定出极具针对性和可操作性的打击有组织犯罪的法律制度，包括卡曾巴赫在内的犯罪学家及其他领域专家的研究工作和立法建议功不可没。重视和发挥由专业人士组成的高层决策咨询机构在推进法治建设中的作用，并以此提升决策的科学性，这一做法不仅在反有组织犯罪领域，而且在其他立法领域也值得肯定和借鉴。
